‘’The Sustainable Public Procurement (SPP) Policy Framework, which Rwandan Cabinet on officially approved on October 18, 2024, is a milestone achievement in the country’s pursuit of sustainable development and green economic growth’’, as stated Joyeuse Uwingeneye, the Director General of Rwanda Public Procurement Authority (RPPA) during the press conference held on Friday October 25, 2024.
The adopted policy framework positions Rwanda at the forefront of responsible procurement practices in Africa, reflecting the country’s commitment to integrating environmental, social, and economic sustainability considerations into public procurement processes, DG/ RPPA indicated.
It will enable public institutions to make more informed purchasing decisions that not only consider the price and quality of goods, services, and works but also take into account their environmental and social impacts.
The SPP Policy framework also aligns with Rwanda’s broader strategic goals, including Vision 2050 and the National Strategy for Transformation (NST1), as well as international commitments under the United Nations Sustainable Development Goals (SDGs) and the Paris Agreement on climate change.
About the new SPP Policy framework, Joyeuse Uwingeneye, said it is a document that establishes the overarching principles and objectives for the sustainable public procurement and aims to leverage on government purchasing power to drive sustainable practices, stimulate local industries and promote innovation.
“The approval of the Sustainable Public Procurement Policy Framework expresses the Government’ of Rwanda’s vision for a greener and more inclusive economy. This further marks a significant step into the Government of Rwanda’s efforts to integrate sustainability into all aspects of Governance’’, she said. Furthermore, by leveraging the public procurement system, Rwanda aims to stimulate the market for green products, create new jobs in the green economy, and contribute to global climate goals,” Uwingeneye emphasized.
In her intervention, Rwanda Environment Management Authority (REMA) Director General, Juliet Kabera, said that Rwanda has so many strategies in climate change and in environment management, but pointed out that without the new policy, it was very hard [to effectively implement them], pointing to the need to use the government’s significant purchasing power in Rwanda to exploit natural resources sustainably.
“Without this policy and the criteria and the standards embedded in that, you can only purchase what the bidders give you. But with this policy, we are going to set standards, we are going to say these are the standards that we want you to respect when you’re bringing products to us in government, when you’re bringing services to us in government. When we lay that standard, we are very sure that you are catalyzing the shift in the general market,” she said, observing that the private sector will follow suit in terms of consuming, but also in terms of bringing onto the market what is needed. Overall, she expressed that the policy’s expected impact includes reduced waste and [air] pollution as a result of prioritising products and services that are eco-friendly in public procurement.
Rwanda’s development partners commended the country on the SPP Policy framework, describing it as an important blueprint towards greening public procurement and the country’s economy at large. Elmas Arisoy, Procurement Manager East and Southern African Region World Bank, said “the World Bank is proud to partner with Government of Rwanda to drive sustainable development through procurement reforms. Our support for Rwanda’s Sustainable Public Procurement (SPP) framework is a key investment in a more sustainable and resilient economy’’, he expressed .
“We are confident that the Sustainable Public Procurement Framework will be a powerful tool for achieving Rwanda’s vision for a green, prosperous and sustainable future. We are working together to ensure that the SPP framework is effectively implemented and delivers tangible results,” Arisoy stated.
States Arthur Germond, the Country Director of Agence Française de Développement (AFD) in Rwanda said that AFD, together with KfW, is very proud to support the development of the SPP framework in Rwanda and would like to salute the Government of Rwanda and RPPA for this tremendous achievement.
“With this reform, the Government demonstrates once again its ability to pilot innovative policy reforms in support to its climate and environmental goals and to lead by example. AFD Group will further its support to the Rwanda Public Procurement Authority in piloting and rolling out the SPP reform, ensuring that the reform benefits the Rwandan economy at large,” specified Germond.
Key Objectives of the Sustainable Public Procurement Policy Framework:
RPPA’s DG emphasized the objectives of the SPP which are:
Promoting Environmental Sustainability: By prioritizing eco-friendly products, services, and technologies, Rwanda aims to reduce its carbon footprint, encourage the use of renewable energy, and foster the transition to a circular economy.
Encouraging Social Inclusion: The policy ensures that procurement practices consider local economic development, support small and medium enterprises (SMEs), promote gender equality, and protect workers’ rights.
Enhancing Economic Efficiency: The framework encourages the adoption of life-cycle costing to ensure long-term value for money and improve the overall efficiency and sustainability of public spending.
As she indicated about the next steps and implementation, going forward, RPPA will work closely with key stakeholders, including Government Ministries and Agencies, Local Government Authorities, Development Partners, Private and Civil society sector actors, Academia and Professional bodies to ensure a smooth rollout of the policy framework.
With the support of experts in the field, comprehensive training programs and capacity-building initiatives will be conducted to equip procurement professionals with the knowledge and skills needed to implement sustainable procurement practices and create Rwanda’s champions in the Sustainable Public Procurement field, pointed out Joyeuse Uwingeneye.
In her closing remarks after discussion with journalists and other participants, the DG /RPPA thanked everyone present for their participation and contribution and requested all of them to keep the partnership and collaboration in order to improve the Sustainable Public Procurement Policy Framework.
